I found this thread which explains how to turn on the forest fires in X-Plane 11. there is also a link to download files that explain how to modify the aircraft if it is not already set up for firefighting.

Note that the C130 from XHanger is only $20 and a lot better than the one that came with X-Plane. XHanger's C130 also has two models preconfigured for firefighting. One with the MAFFS system and One with the new Coulson system which delivers twice as much retardant in half the time as the MAFFS system at Half the cost.

Thanks. I have considered the XHangar C-130. Since it is equipped for fire fighting I may go ahead an get it.
